"

Competitive model

1. Champions League is today, more a league than a real champions league, given the number of clubs playing in this competition that have not been champions in their country in the previous year or even for the last past years. Being so, a new competitive model should take place.

2. New Champions League
a. An elite league and restricted to champions
b. The previous European champion has the right to defend the title
c. Less clubs and more games.
i. Group stages have less teams and groups and shall be played according to the existing rules.
ii. The exception shall be there is only one team to go forward by each group (2 or 4 groups max).
iii. Therefore, the following qualifying rounds should go either to the final in one leg or to the semi-final with the actual rules.
iv. If a semi-final should be in place, organize a game for the 3rd and 4th place
v. As an alternative, a poule for the last four could be in place.

3.
New UEFA CUP
a. European League, with most of the clubs qualified to European competitions, according to actual regulations
b. Same qualifying rounds until group stages
c. Group stages have more teams and shall be played according to actual rules
d. Qualifying rounds as today until the semi-finals
e. Last four go for a poule, playing once against each other (therefore making 3 games), in two selected stadium/city in one country for 9 days. Two games per fixture for every 3 days.

4. Supporting less competitive leagues
a. To (re)balance European leagues, UEFA could give financial aid to less competitive leagues, allowing them to be stronger as this will, either, contribute to less “dependency” of UEFA from the biggest clubs – G14. A new balance will be in order.
b. Redistribution methods of television rights to support all the clubs and mitigate the differences between the most powerful and the others.
